Shoura Council calls for revamp of BIP

The Shoura Council on Tuesday highlighted the need for creation of middle and high category posts at the Board of Investigation and Prosecution (BIP) for its smooth function.

The decision was made by the council following its 36th session, which was presided over by the council President Abdullah Al-Asheikh.

The members discussed a report by the Committee of Islamic and Judiciary Committee on comments made ??by members on the annual report of the BIP for the year 1434-1435 AH (2013-2014) read out by committee chairman Falih Al-Saghair.

The council urged the BIP to enumerate the skills of members who are involved in the investigations so that their techniques could be updated to cope with the latest advances in the field.

Assistant House Speaker Yahya bin Abdullah Al-Samaan told reporters that the Electricity and Cogeneration Regulatory Authority (ECRA) has been urged to assess security and safety standards and programs of the service providers. This came after the members listened to a report prepared by the Committee of Water, Agriculture and Environment based on the regular report of the ECRA for the year 1434-1435H read out by committee chairman Ali Al-Tikhais.

The council requested the ECRA to prepare a long-term plan for water desalination and electric generation projects and determine their fuel needs up to 1462AH (2040) in coordination with the bodies concerned.

Later, members of the council discussed amendments made ??by the Committee of the Social Affairs, Family and Youth on the care of the handicapped, which was read out by committee chairman Abdulaziz Al-Hadlaq.

The amendments included the change of the (current) “care of the handicapped” system to the “rights of special needs” system.

The committee also added new items including encouragement provided by the government to institutions and individuals to contribute to charity work related to the handicapped.

Meanwhile, two members called for the inclusion of the ministry of interior, traffic department and the Saudi Food and Drugs Authority (SFDA) to the board of directors of the authority caring for the special needs.

At the outset of the meeting, the council approved penalties stipulated in a number of systems related to Haj and Umrah services. The penalties have to be published in local newspapers at violators’ own expenses, depending on the nature of violation or its impact on society, Al-Samaan said.
