Shoura expresses concern over military pensioners

The Shoura Council has asked the Public Pension Agency (PPA) to take regulatory and financial corrective measures to redress the financial deficit in the military pension system.

The Shoura Council, in its 7th ordinary session here on Monday, also asked the PPA to revise its strategic investments to raise the rate of investment proceeds to cope with the investment rates realized by the best global pension institutions.

The decision of the Shoura Council came after members deliberated on a report presented by the Committee of Finance based on the annual report of the PPA for the year 1435/1436 and read out by the committee chairman, Dr. Husam Al-Anqari.

Earlier, the Shoura Council discussed a report presented by the Committee of Administration and Human Resources based on the annual report of the Ministry of Civil Services for the year 1435/1436.

The committee said it recently received a number of messages from male and female teachers, complaining that they have been appointed as administrative cadre and not educational cadre which they deserve. Accordingly, the committee promised to provide a recommendation to address the issue in the next meeting.

The committee recommended that the Ministry of Civil Services give the power of appointment and promotion of employees of the 13th rank and below to the government agencies concerned in accordance with set criteria and regulations.

The committee also asked the ministry to calculate the period of services for those who worked on Item 105 and fix official jobs for retirement purposes after deduction of retirement benefits of that period, and to speed up the automatic link with personnel departments of government agencies.

Commenting on the committee’s report, some members stressed the importance of finding urgent solutions to the sufferings of those who were appointed on Item 105 and an hour-based system, notably teachers.

One member noted that there was an information gap between the Ministry of Civil Services and government agencies, while another member said the employment rate in 1436 was lower compared to the year before, especially in education and heath sectors. Another member said there was disparity in the number of employees between one government agency and another which, he said, led to financial squandering and job laxity.

Later, the Shoura Council discussed a report of the Committee of Education and Scientific Research based on the annual report of King Abdulaziz City for Science and Technology (KACST) for the year 1435/1436.

The committee asked KACST to avoid points of weakness in the First National Plan (Knowledge 1) and expand in providing financial and technical support to MA and PhD theses. It also asked KACST to recruit qualified and bright cadres.

Commenting on the report, one member asked KACST to sponsor and/or implement projects to cope with the economic requirements of the Kingdom. However, another member said there was a fundamental flaw (disparity) in research and innovations carried out by KACST for transforming commercial and industrial products that could provide added value to the national economy.

One member called for the creation of a strategic plan for KACST that will ensure recruitment of global experiences, whereas another female member said job Saudization at KACST should not come at the expense of qualitative outputs.
