Reengineering the economy

The reengineering process is a business management strategy, which is also known as business process redesign, business transformation, or business process change management that focuses on analyzing and designing of workflows and business processes within an organization.

It also aims to help organizations to fundamentally rethink how they do their work in order to dramatically improve their services and performance and become world-class competitors.

Reengineering process often becomes a must when we reach two points. First, when goals are achieved but in reality there is a big difference between theoretical goals and achievements on the ground. Second, when all potentials are made available to achieve certain goals, but these goals do not materialize. This is known as holistic failure.

Here, other processes begin to correct the situation including changing officials or increasing or decreasing the goals to achieve certain parts in order to reach something that has already been achieved before. However, the failure remains unresolved. Again, the reengineering process comes to the scene to take us back to the zero point by analyzing inputs and means, relating them to what has been achieved and distributing them over definite stages to reach at a clear course through which the goals are re-achieved as planned before the launching of original operation.

This takes us to the present condition of the Saudi economy that needs application of the reengineering process. In fact this concept applies to every walk of our lives, but we’ll concentrate on the economy because it will be the proper door to modification and correction of other aspects.

Reengineering process means that we must build a strong economy in one way or other. Indicators show that our economy is somehow strong at present. Unfortunately, it is based on oil prices and on the government’s readiness to intervene to support it when necessary. However, the government depends on oil revenues to sustain the economy. In the end, we are all standing on one pillar and if it breaks, all of us will fall down. Nevertheless, the situation would be different with the reengineering process, because this operation would scaffold the only pillar first and add more pillars on which the Saudi economy will be rebuilt through diversified economic system.

In Saudi Arabia, we have already reached the two above-mentioned points that necessitate enforcement of the reengineering process theory. If we closely look at our economic conditions, we could easily find out that most of our plans have achieved their goals on paper, but the situation on the ground is completely different. In this context, everything to end unemployment has been done, but it still persists.

Every step has been taken to end poverty, but poverty pockets are spreading here and there. Everything to help small business projects and youth entrepreneurs has been done, yet there is a growing demand for youth-related jobs. As far as education is concerned, all steps have been taken to improve achievement and outputs, but we are still lagging behind in international rankings.

To sum up, we have everything that any country could do to build a diversified economy, but we still depend on price of the oil barrels.

Frankly speaking, having 1,000 agencies will never end unemployment but reengineering process could do through interventions, outputs assessment, abrogating some agencies and integrating others. The same thing could be said about the many ills plaguing our society. The Saudi economy is heading towards re-engineering in accordance with plans of the Higher Council for Economic and Development. I expect that the council will be soon transformed into a full-fledged ministry.
